I. The National Taiwan Normal University Library (hereinafter referred to as the "Library") established these Guidelines in accordance with the Library Act and relevant regulations of the University to eliminate outdated and damaged collection items that are no longer usable, in order to maintain the quality of its collection.
II. These Guidelines are applicable to the Main Library, branch libraries, and libraries of departments/institutes and centers.
III. All printed and non-printed materials registered as property by the Library that meet the disposal principles of these Guidelines may be disposed of in accordance with these Guidelines.
IV. Disposal principles:
- Collection items that have been used for three years or more and have any of the following circumstances:
- Collection items with missing pages or damage, or which are no longer usable and have lost their usage value.
- Collection items still available on the market that require repairing or rebinding at a cost equal or higher than the price of simply buying a new copy.
- Collection items that are already collected in an alternative form, e.g., electronic version or microfilm, where the hard copy has lost its usage or preservation value.
- Collection items that violate the Copyright Act.
- Old versions of collection items that have been superseded by updated editions already in the Library Collection.
- Collection items that have been loaned out and lost, and for which compensation for the loss has already been paid.
- Journals with odd non-consecutive volumes and no use value.
- Collection items that are the only existing copy may not be disposed of. However, this does not apply if the collection item is determined to have lost its use value.
V. Disposal quantity:
- Pursuant to the Library Act, the total quantity of collection items disposed of by the Main Library, branch libraries, and libraries of departments/institutes and centers each year shall not exceed 3% of the University's total collection.
- In principle, the total quantity of collection items disposed of by the Main Library, branch libraries, and libraries of departments/institutes and centers shall not be higher than the total quantity of collection items registered as property by the respective library in the previous year.
VI. Disposal procedures:
- Screening: Units that intend to dispose of collection items must review whether the collection items comply with the disposal principles set forth in these Guidelines and make a public announcement.
- List compilation: The collection items to be disposed of shall be arranged in ascending order according to storage numbers (journals shall be arranged by title), and lists shall be separately compiled for Chinese books, Western books, Chinese journals, Western journals, and non-book materials. The format of the lists shall be provided by the Main Library.
- Review: Three copies of the list of collection items to be disposed of shall be signed by the Main Library, Office of General Affairs, and Accounting Office, then submitted to the president for approval.
- Destruction: After the list of collection items to be disposed of is approved by the president, the disposal unit will retrieve the void stamp from the Main Library and stamp each item of the collection to be disposed of. After waiting for two weeks after the announcement to verify that there is no other use, the Custodian Division, Office of General Affairs will be contacted to dispose of the collection items.
- Write-off: After the destruction of collections items approved for disposal, the Main Library shall write off the items on the automated system and registration book according to the list of collection items disposed of.
VII. If libraries fail to handle the disposal of collection items according to these Guidelines, the Main Library may report it to the University according to relevant regulations to determine an appropriate penalty.
VIII. These Guidelines shall be implemented after being approved by the University's Library Committee and approved and announced by the president. The same shall apply to all subsequent amendments.
